HSE Safety Officer – Construction

About the Company

We are a construction company based in Oman, specializing in the construction and development of fuel stations, roads, commercial and residential buildings, and other civil engineering projects. We are committed to maintaining the highest standards of health, safety, and environmental protection across all our project sites.

We are seeking a qualified, proactive, and experienced HSE Safety Officer to join our team and ensure compliance with applicable safety regulations, company policies, and project-specific HSE requirements.

Job Responsibilities

  • Implement and monitor Health, Safety, and Environment (HSE) policies and procedures at construction sites.
  • Conduct regular site inspections and safety audits to identify hazards and ensure compliance with safety standards.
  • Ensure safe working practices across fuel station construction, roadworks, building construction, and civil engineering activities.
  • Identify potential risks and implement appropriate preventive and corrective measures.
  • Conduct toolbox talks, safety inductions, and HSE training for workers, supervisors, and subcontractors.
  • Ensure compliance with applicable Oman HSE requirements, client specifications, and project safety procedures.
  • Monitor high-risk activities, including excavation, working at heights, lifting operations, hot work, and confined-space entry.
  • Pay special attention to fuel station construction hazards, including fuel storage areas, underground tanks, hazardous atmospheres, and fire prevention, where applicable.
  • Investigate accidents, incidents, near misses, and unsafe conditions, and prepare detailed reports with corrective action plans.
  • Ensure proper use of personal protective equipment (PPE) and safe operation of tools, equipment, and machinery.
  • Maintain HSE documentation, risk assessments, method statements, permits to work, inspection records, and incident reports.
  • Coordinate with project managers, site engineers, clients, consultants, and subcontractors on all safety-related matters.
  • Monitor environmental controls, including waste management, dust suppression, spill prevention, and pollution control.
  • Stop unsafe work when necessary and ensure corrective actions are completed before work resumes.

Qualifications and Requirements

  • Diploma or bachelor's degree in Occupational Health and Safety, Environmental Health and Safety, or a related field.
  • Minimum 3–5 years of relevant HSE experience in construction or civil engineering projects.
  • Experience in road construction, building construction, and/or fuel station projects is highly preferred.
  • NEBOSH IGC is required; IOSH or other recognised HSE qualifications will be an advantage.
  • Good knowledge of risk assessments, job safety analysis (JSA), method statements, and permit-to-work systems.
  • Familiarity with applicable Oman safety regulations and client HSE requirements.
  • Strong communication, reporting, and problem-solving skills.
  • Ability to conduct site inspections, deliver safety training, and work effectively with multicultural teams.
  • Good command of English. Arabic language skills will be an advantage.
  • Must be willing to work and stay at construction sites and travel to project locations within Oman.
